Development and Community Relations Here at RLCB, our goal is to provide employees and consumers who are visually impaired or blind with programs and services designed to enhance their personal and professional growth. To do this, we at RLCB look to our community for guidance during the origination, development and implementation stages of our services. RLCB’s first service, Easy Access Reading Service (EARS) was launched in February, 2004.
