Leadership

Janet Griffey/President and CEO

Janet joined RLCB in 2002 as President and CEO bringing more than 20 years of experience leading non-profit organizations. During her tenure, employment with RLCB has grown from 108 to 284 employees and from $15 Million in annual revenues to $34 Million.

Throughout the past 7 years, she has diversified the RLCB product line, built a multi-media contact center, increased community awareness, increased community program and services offerings and is now offering better employment opportunities and enhancing the skill levels of the RLCB workforce through various upward mobility programs.

Prior to joining RLCB, Janet served as Executive Director for Mental Health of Indiana, Vice President of Business Development for New Vision Enterprises in Louisville, KY and Chief Financial Officer and Assistant Director for BOSMA Industries for the Blind in Indianapolis. Prior to her non-profit career she worked as CFO for Bausback Corporation in Indianapolis.

Janet holds a degree in Business Management and Finance, from Indiana Central College - Indianapolis, Indiana and a Masters Degree in Rehabilitation Services from the University of Louisville.


Ute Balmer – Comptroller

Ute began her 26 year accounting career working for the Army Air Force Exchange Services (AAFES) at the Exchange Accounting Office in Heidelberg, Germany as the Assistant Exchange Accounting Manager.

During her career tenure, she worked in customized software development for the finance industry serving clients like Deutsche Bank, Toyota Germany, Chrysler, BMW, Mercedes Benz and GM as well as held a number of positions as comptroller.

Ute holds an Accounting Degree from Mannheim, Germany.  


 

W. David Martin, Jr. - Vice President of Systems Administration

David has been with RLCB, Inc. since 1991, starting with this organization as Director of Rehabilitation Services. Over the years he has served in a variety of capacities, including contract procurement, involvement with the Base Supply Store program, managing the computer network, Customer Service, and facilities management. He graduated from St. Andrews Presbyterian College with a BA in Allied Health, and has worked his entire professional career with adults with disabilities. This includes over 25 years of experience working with non-profit organizations, as well as serving as a vocational rehabilitation counselor with the NC Division of Services for the Blind.


Sharon Giovinazzo – Vice President of Development and Community Relations

Sharon joined RLCB in 2009 from National Industries for the Blind (NIB) where she held a Legislative Affairs Specialist position. During her tenure with NIB, she is credited with providing the leadership for cultivating and understanding the AbilityOne programs with Congress, Federal Executive Branch Agencies, consumer and commercial organizations concerned with disability policy. Throughout her extensive career, Sharon has been an advocate for public policy in legislative affairs and regulations.

Prior to National Industries for The Blind she held positions with Central Association for the Blind and Visually Impaired in Utica, NY, and received a gubernatorial appointment to the State Rehabilitation Council (SRC) in 2006 State and in 2007 was voted in as Chair of the SRC where she reviewed, analyzed and advised the Commission for the Blind and Visually Handicapped (CBVH) about the operational performance of the vocational rehabilitation program and developed, agreed to, and reviewed State goals and priorities. During her service as a 91B10 Medical Specialist in the US Army she supervised the operations of a DEPMEDS training facility which included a laboratory, radiology, pharmacy facilities, patient wards, operating rooms and emergency medical treatment sections and served as an Assistant editor for professional and academic materials for the Health Services Command.

Sharon has completed a dual Masters degree with an MSW and MBA Summa cum Laude, and holds a Bachelor's degree in Human Services Management from the State University of New York's ESC. Additionally, she holds a Certificate of Management from the University of Virginia's Darden School of Business Administration.


Lisa Barnes - VP of Engineering

Lisa came to RLCB in 1996. She graduated from East Carolina University with a Bachelor's degree in Industrial Engineering Technology. She started her career here as an Industrial Engineer and Vocational Trainer. Later she broadened her scope of work to include Quality Manager, Contract Administrator and production scheduling.

In late 2009, Lisa was promoted from Senior Industrial Engineer to Vice President of Engineering.  In her role she leads the research and development of new apparel products.


Howard Reeve - VP of Materials Management

Howard joined RLCB in 2009 and has a degree in Business Administration as well as 30 years of Materials Management experience including Distribution, Purchasing, Scheduling and Inventory Control. Prior to joining RLCB, Howard held a number of leadership positions with Central Association for the Blind in Utica New York.
